The Finance/Utility Counter in City Hall will have limited services December 7-8 and a full closure on December 11, 2023 as staff works to implement the new online utility customer portal. The new portal will allow customers to pay their bill, track and compare usage, and go paperless.

Please plan ahead if you need to make a payment or set up service.


Change in Service Schedule: 

Thursday, December 7: Staff can help you with cash or check payments (no electronic payments) at our Utility Counter at City Hall.
Friday, December 8: Our Utility Counter representative will be able to help you only with urgent business such as starting and stopping services.
Monday, December 11: Our Utility Counter at City Hall will be completely closed.
Tuesday, December 12: Our Utility Counter will reopen for regular service.

The City of Ellensburg has a Utility Customer Support Program aimed at supporting low-income and vulnerable households during the response and recovery to COVID-19.

Updated senior and disabled low-income utility service rates effective January 1, 2020. Here is a summary of the updated rates:

  • Low-income customers are defined as senior/disabled customers who are at or below 125% of Federal Poverty Level (FPL). Here’s a weblink to a table showing 125% of FPL Federal Poverty Guidelines - 2021 | Mass Legal Services 
  • The rate for low-income customers is 50% reduction for all utilities (e.g. water, sewer, stormwater, electric and natural gas).
  • The customer charge, too, is a 50% discount for low-income customers.
  • Disabled utility customers must meet medical guidelines found in Ellensburg City Code and the Revised Code of Washington State. Here are some weblinks to reference:

Apply for Energy Assistance through HopeSource

Our community partner, HopeSource, typically operates an energy assistance program from early October or November and continues until April or September, depending on available funds and your utility provider. Paying online is fast and secure. The City Utility Billing Division has AutoPay, Recurring Payments, and Payment Arrangement options. The City does not currently provide paperless billing.

Pay with cash, check, or card by stopping by the service counter on the first floor of City Hall – 501 N. Anderson St., Ellensburg, WA. You can also deposit your payment (checks only please) in the drop box in the City Hall parking lot.
