City Hires IT Director

Jim Goeben

The City of Ellensburg is excited to announce Jim Goeben as the City’s first Information Technology Director.

Jim has served as the Applications Specialist in the Finance Department since November 2022. He brings over 25 years of experience in IT and application development to the role.

This is a new position for the City of Ellensburg, reflecting the needed capacity and the commitment to enhance technology and improve productivity.

Jim attended Western Washington University where he graduated with a BA in Sociology. Most of his career has been in Central Washington with 20 years at Kittitas County, 10 of those years as the Director of Information Technology and 10 as an Application Development Manager. He also has experience as a web and database developer.

He also served eight years on the City of Ellensburg Utility Advisory Committee, which provides recommendations on policy for all City utilities, including the Telecommunications utility.

“The IT Director position reflects the elevated role of technology in our City operations and service delivery. Jim has been an asset in the implementation of the new utility billing system,” said City Manager Heidi Behrends Cerniwey. “He will continue that project in his new role as well as lead the team to deliver more strategic technology enhancements across the City organization.”
