Utility Account Services
Utility Billing & Services is responsible for the timely and accurate reading of the utility meters, timely and accurate billing of utility customers, and cashiering for payment of utility billings. We process an average of 10,000 billing statements per month for utility services. The centralized cashiering supports the city’s five utility services: electric, natural gas, water, sewer, and stormwater. Additionally, due to our location on the first floor of City Hall, we serve as the City’s information desk.

Utility Services available for Landlords
Landlords have options to choose from to start and stop utility services as tenants move in and move out.
Water Leak Adjustments
Residential water customers may be eligible for a reasonable adjustment of water billings for the prior six months of metered service when a previously undetected leak in the customer’s service line is found and repaired. Apply for a water leak adjustment once repaired.
A sewer credit may be granted to a commercial customer having a leak in their water system, based upon normal billing for previous billing periods. The sewer credit shall be limited to three billing cycles. Sewer credits shall be limited to one rebate in a 12-month period with a maximum of two sewer credits in a five-year period per account. Apply for a sewer adjustment once the water leak has been repaired.
Residential Parking Zones
Utility Billing and Services manages the City’s Residential Parking Zones. The City of Ellensburg has established Residential Parking Zones or RPZ in the central area of town. The RPZ protects street parking for those who live or work in the zone. If you are a resident, service provider or business located in the PRZ, you may apply for an individual permit or miscellaneous permit. The permit is placed in your vehicle, and that vehicle is allowed to be parked in the RPZ. Here is a map of the Residential Parking Zone.

Paying online is fast and secure. The City Utility Billing Division has AutoPay, Recurring Payments, and Payment Arrangement options. The City does not currently provide paperless billing.
