The Hal Holmes Community Center is a service of the Ellensburg Public Library. The Center is a multi-purpose facility with space available for hourly or daily rental. Individuals, groups, and organizations including government agencies make use of the Center for a wide variety of private and public events. The Center serves meetings and workshops, weddings, dances, music, story times, theater and art events, birthday parties and much more!

Office Hours
Mon.- Friday 9:00 a.m. - Noon. Some afternoons from 2:00 - 5:00 p.m. If staff is not in, calls will be returned promptly and appointments set up as needed.
Rental/Space/Equipment
Larger groups can rent the whole auditorium. It has room dividers so smaller groups can rent one or two thirds and there is a small meeting room upstairs. Fees are charged for space rental, for event set up, for use of the grand piano, and for technical assistance by staff during events if requested. There is a stage with sound system and large projection screen, a kitchen with service window, tables & chairs.

Schedule Conflict Policy
If scheduling conflicts occur, Center staff and the Library director shall try to resolve these problems through rescheduling or referral to other facilities. If this does not resolve the problem, a decision will be made based on the following: which event was booked first, appropriateness to the primary and secondary uses of the Center, number of users, and amount of revenue generated. Primary uses are those which achieve the purposes of the funding sources, i.e. the Holmes Trust and the city general fund. Secondary uses are those which are permissible according to the Holmes Trust and this ordinance. (Ord. 4070 s2, 1996; Ord. 3877 s1, 1993)
Cancellation Policy
- A reservation may be cancelled beyond 45 days out from the scheduled event date with no penalty.
- If a reservation is cancelled 31-45 days prior to the event, an amount equal to 15% of the invoice amount will become due.
- If a reservation is cancelled 16-30 days prior to the event, an amount equal to 30% of the invoice amount will become due.
- If a reservation is cancelled 6-15 days prior to the event, an amount equal to 50% of the invoice amount will become due.
- If a reservation is cancelled 0-5 days prior to the event, the entire amount of the invoice will become due.
- Reservations without signed invoices 45 days prior to the event date may be cancelled.

Business License Required. City business license requirements shall apply for any event in Category 1. In addition, out of state businesses need to obtain a license to do business in Washington State. (Ord. 4070 s3, 1996; Ord. 3877 s1, 1993) (Ord. 4406, Amended, 02/22/2005)
